Plan moves forward for apartments near entrance to Dallas’ Fair Park

The Haskell Avenue rental community is one of several planned near Deep Ellum.

Developers are moving ahead with plans to build an apartment community near the entrance to Dallas’ Fair Park.

Builder Larkspur Capital has been working since last year on the project on South Haskell Avenue near Parry Avenue. The planned development is one of several new rental communities in the works between Fair Park and Deep Ellum.

Larkspur just closed on the land purchase for the new apartments.

Carl Anderson, Larkspur’s president, said Dallas’ City Council has approved Public Facility Corp. designation for the 240-unit project. That allows the developer to receive tax breaks in return for providing mixed-income housing.

Anderson said Larkspur is working with elected officials “to create a project that fits the community very well.”

“The building will reflect the architectural context of the adjacent 1920s buildings,” he said.

The project features 450 linear feet of frontage along the Santa Fe Trail.

“We’ve planned a small beer and burger restaurant between the apartment building and trail that will serve the building, area and trail users,” Anderson said. “The top floor will include atelier units that will serve as artist lofts.”

He said designs for the rental units are being finalized.

The Haskell Avenue apartments are one of several developments Larkspur Capital is designing in the area between downtown and Fair Park.

Larkspur Capital has completed its eight-story Willow apartment building with 200 rental units on Commerce Street near the eastern edge of Deep Ellum. The builder is planning another apartment building called the Juniper at 4003 Commerce St. near Interstate 30.

Larkspur has a track record of other urban housing developments in West Dallas, East Dallas and northeast Dallas.

Several property firms have recently made investments in the Fair Park area following approvals of new master plans for the landmark fairgrounds.
